Union share of government workers has remained more stable, though that is also helped by government rules that require dues payments once a worksite is organized.

When government workers are given the choice of membership, as in Indiana and Wisconsin in recent years, they drop out in droves. Last week the teachers union in Kenosha, Wisconsin became the latest to be decertified after it lost its bargaining monopoly under Governor Scott Walker's 2011 reform.
